As you can unlock everything, there is no permanent state of "having spent hero points on the wrong stuff". Leveling from 1-80 gives you exactly as many hero points as you need to unlock all core traits and specializations. And this is what the level 80 boost does: You just level up until you are level 80 (just with one click).

I believe you only get spirit shards after you max (or finish) all your regional masteries. As I remember I got them in base Tyria after maxing all my masteries (I still haven't finished the last legendary crafting mastery, but already filled the XP bar on its last level). One, I would recommend looking in the Heart of Thorns maps rather than the Path of Fire maps initially. Those will also reward 10 points per hero challenge. Two, I would look in the LFG for "HP Trains". Often you can find large groups of people with a commander that will go map by map and collect all of the hero points in a large group.
