Check the turbo boot solenoid valve and piping. usual for these default is no turbo until the vac solenoid is activated by the ECU. Vacuum is supplied by the vacuum pump. So I'd check there's vac at the pump, then along the pipe to the solenoid then down to the turbo. And from the sound of it stay away from the dealers,
The leakage was caused by the protective guard covering the turbo. It is attached by two 10mm nuts. One side got sheared just near the nut. This caused the guard to tilt to one side with the bottom end rubbing against the oil cooler. With vibrations and constant rubbing it exposed the inner tubes of the cooler.
